Green procurement has been highlighted in the Twelfth Malaysian Plan (2021-2025) released in 2021 and made known to all construction stakeholders. However, the current green procurement model is criticized due to a lack of persuasion to improve people capacity building among the stakeholders. While the studies related to green procurement in construction are gathering pace, the focus on constructing stakeholder capability towards implementing green procurement remains elusive. Also, studies in developing countries such as Malaysia are very limited. Thus, an integrative literature review was conducted to identify the capability criteria that influence the capability building of the construction industry's stakeholders. The synthesis and analysis based on the qualitative findings of the literature has revealed 7 elements of capability related to human or people (refers to construction stakeholders) that comprises of training, professional development, innovation, commitment, leadership, collaboration, and green knowledge. The findings able to help in supporting the National Sustainable Development and Production Plan by providing the pathway for green procurement capability module development. The capability criteria also help to drive the early pathway to the policymakers, clients and the construction community to enhance the capability to adopt green procurement. © 2023 American Institute of Physics Inc..
